CHA Consulting, Inc. is currently seeking a Design Build Group Leader to join their Industry & Energy Group.


The Design Build Group Leader will be responsible for the management of the multi-discipline design build group within Industry & Energy (I&E) to coordinate the design, bidding, execution, start up and delivery of design-build construction projects. This individual will be measured on the technical quality, utilization of his/her group’s staff, adherence to project budgets, ability to meet schedules and overall client satisfaction.  This individual will act as the primary point of contact within CHA for CHA Tech Services LLC (CHATS) design build projects and will work closely with the CHATS team to achieve overall client satisfaction, growth and profitability of design build projects.


This position is intended to be a crossroads between the design and construction teams within and outside the company. The person must be experienced in all aspects of design, permitting and construction, particularly with large projects where many technical disciplines are utilized.

A primary objective for this position will be to deliver high quality, cost competitive, projects on an expedited basis. This may include development of new strategies (within CHA) to reduce design time and coordinate technical information that clearly communicates the design intent to the contractors. Phased design approaches including design/assist may be used so that bidding and construction can be expedited to shorten project schedules.

This position must be very team focused to accomplish the position objective and the person must have and implement a broad range of team based skills to succeed. It is anticipated that the initial Design Build group will have 3-4 additional staff with additional positions to be added based on needs and growth.

CHA is seeking candidates interested in the Atlanta, GA, Rochester, NY, Albany, NY and other CHA office locations.


  • Management of Design Build Operations – This individual will manage the production of Design Build operations within the I&E Group. This responsibility will include project management, planning and tracking of scope, schedule and budgets, proposal preparation and assisting CHATS with client development and management.
  • Planning – This individual will be responsible for working with CHATS on forecasting work locations and identifying gaps in discipline specific licensure requirements.   This individual will ensure all project specific licensure requirements are met through internal support or subcontracting.
  • Permitting – This individual will lead permitting strategy efforts specific to project locale.
  • Quality Control – This individual will be responsible for planning and executing a quality control plan for all I&E Design Build projects. This individual will work with the I&E Group Engineering/Operation Leader and CHA Director of Engineering to establish the appropriate standards and quality checks and implement them to ensure the staff will adhere to that process. This will include the proper QA/QC procedures for each individual engineering technical discipline and for overall project coordination.
  • Management of staff – This individual will be responsible for the hiring, terminating, promotion, recognition, and overall growth and performance of the staff within the group. This individual will do so by coordinating with Human Resources and the I&E Group Engineering/Operations Leader for their hiring/separations efforts, completing staff’s Career & Professional Development plans and performance appraisals, and rewarding technical staff for performance. This individual will also be responsible for the development and execution of technical training and regular communication with his/her staff.
  • Plan staff allocation – This individual will work closely with the project managers and both I&E Group and CHATS leadership on project assignments to plan staff workload, assess backlog, and maximize the utilization goals of the technical staff within the group. This individual will also manage his/her staff’s adherence to project budgets that are coordinated between this individual and the Project Managers.
  • Allocate billable time to projects within market – This individual will be responsible for meeting a utilization goal by performing work on billable projects.
  • Assist with marketing development efforts – This individual will assist the markets with identification of appropriate leads and potential new clients, proposal support, interviews, and in obtaining new work that will support their technical groups where appropriate.
  • Travel to project locations as required.
  • Other related duties, as assigned.


  • A Bachelor’s degree in a related engineering is required.
  • Certification through the Design-Build Institute of America (DBIA) as a Design-Build Professional or has a plan to achieve certification within one year
  • 10+ years of experience is required with multi-discipline projects and design build projects.
  • 10+ years of project management experience is preferred with demonstrated ability to execute work on time, within budget and with a high level of quality and client satisfaction
  • An articulate and persuasive communicator, both one-on-one and in front of large groups.
  • A high energy, results-oriented, resourceful leader.
  • Strong ability to resolve matters that arise within the discipline.
  • Strong experience with project budgeting.
  • Demonstrates a strong understanding of internal accounting processes.
  • Demonstrates a strong knowledge of company’s technical processes.
  • Proven to be an effective manager and leader.
