CHA Consulting, Inc. is currently seeking a Construction Resident Engineer – NICET Level IV to assist with a highway and bridge reconstruction project in the City of Port Jervis, Orange County, NY.  This project is expected to begin in the early spring 2018 and continue through the summer of 2019.


Resident Engineer in charge of all inspection and observation of on-site construction activities, maintain daily construction observation forms and daily diaries, assign work activities to construction inspectors, review and approve inspector’s daily reports, interact directly with City officials and NYSDOT personnel.


  • 15 plus years of related inspection experience.
  • NICET Level IV certification or NYS PE required.
  • Must be thoroughly experienced with NYSDOT Standard Specifications, Standard Sheets, Material Requirements, MURK Procedures, and MUTCD Standards.
  • Must have extensive bridge construction experience.
  • Must have excellent communication skills, including the ability to effectively run construction meetings.
  • Must be able to manage a construction inspection staff.
  • Must be able to work independently.
  • Must be able to interpret construction plans and contracts.
  • Must be experienced with using construction management software (APPIA, CEES, SiteManager). Experience with APPIA is a plus.
  • Must show strong computer skills and be comfortable writing concise letters, reports, and directives.
  • Must be a proactive individual to identify problems, and work effectively with the Engineer-of-Record, Contractor, and Owner to seek resolution.
  • Must be able to work outdoors in different weather conditions.
  • Must be able to stand for long periods of time, walk through rough terrain, and safely navigate construction sites.
  • Must have a valid driver’s license.
  • Must have dependable transportation.
