    CHA Consulting, Inc. is currently seeking a Senior Utilities Specialist to work on client sites located throughout the state of Vermont.


    CHA promotes the safe, efficient and cost-effective production and delivery of natural gas and electricity. Our team will assist you in defining an energy vision, identifying the feasibility of conservation measures, and working with local regulatory agencies to secure potential funding. Together, we will enhance the reliability of existing transmission and distribution networks, evaluate and retrofit facilities for smart consumption, and expand your usage of alternative energy.


    The Utilities Specialist is responsible for providing support associated with a variety of utility projects, either electric or gas. Electric utility work may include transmission, distribution, telecom, or substations. Candidates must be available for field assignments at client locations throughout the state of Vermont. Assignments may include extended hours at times (up to six days per week / 60 hours per week).


    The responsibilities include, but are not limited to:

    • Inspects utility transmission and distribution facilities to support reliability assessments and document system configuration.
    • Reviews system configuration and develops designs to accommodate client’s desired system modifications.
    • Collects real estate information to facilitate installation of utilities.
    • Designs specific utility projects according to client’s standards.
    • Is proficient in application of client’s design and construction standards, and operating procedures.
    • Closes out client’s construction work orders utilizing the client's GIS, Sap and other electronic systems. 
    • Provides oversight of field work for clients (electric transmission, distribution, telecom, and substation).


    Required Qualifications:

    • A high school degree is required.
    • 10 years minimum of utilities experience is required.
    • Experience with oversight and inspection of construction activities to ensure compliance with applicable OSHA regulations.
    • Understanding of environmental restrictions associated with transmission line work.
    • Knowledge of safety hazards associated with high voltage work.
    • Knowledge of Minimum Approach Distances to energized conductors as well as an understanding of safe work practices when working adjacent to energized lines and equipotential grounding.
    • Strong knowledge of electric transmission, distribution, and substation construction and/or gas distribution construction, and/or ROW access construction, including road materials, drainage considerations, impact avoidance and use of construction matting.
    • Must have good written and verbal communication skills, and ability to interact with client staff, contractors, landowners, town agents and the general public in a professional and courteous manner.
    • Experience using Microsoft Outlook, Word, & Excel is required.
    • Ability to work outside in various environmental conditions required.
    • Valid US driver’s license required.
    • Ability to travel (85%) required.

    Preferred Qualifications:

    • Associate’s degree is preferred.
    • Ability to read and understand Plan and Profile drawings and construction specifications.
    • Knowledge of 115/230/345KV transmission line construction/maintenance (e.g. pole setting, rigging, crane pads, structure counterpoise, line stringing, fiber optics, etc.)
    • Knowledge of substation below grade construction standards (e.g. yard excavation, concrete installations, conduit installations, grounding practices, control building construction, equipment installation, etc.,) as well as construction practices.
    • Knowledge of general civil design and earthwork techniques, including drilling, erosion control and site stabilization practices.
    • Ability and knowledge of electrical switching and tagging.
    • Possess the ability to become identified on the client-approved switching and tagging list.
    • Experience overseeing communication installation projects.
    • Knowledge of telecommunication networks, including construction and operation.
    • Experience with transmission and distribution communication construction, including necessary materials, equipment and general work practices.
    • Ability to use field equipment, such as computers, GPS devices, and range finders to determine approach distances.
    • Ability to coordinate with the project team to ensure work is performed in accordance with project authorizations, regulations, schedules, budgets and company policies.
