CHA Consulting Inc. is currently seeking a Senior Environmental Utility Permitting Scientist to join our Advanced Energy – Environmental group in our Albany, NY; Parsippany, NJ, Syracuse, NY; Rochester, NY; Buffalo, NY or Brooklyn, NY office.


CHA is uniquely qualified to assist any client with environmental services. From initial site characterization through remediation, CHA draws on the expertise of staff team members that possess considerable environemental site assess,emt and remediation experience. We have been providing environemental consulting services for over 25 years, and we employ a team of approximately 100 scientists and engineer who keep abreast of current regulatory issues. 


In this key lead role at CHA, our Senior Environmental Utility Permitting Scientist plans technically complex work varying in size and execute field investigations with a solid knowledge of proper sampling techniques. This individual is a master at appropriately reviewing, evaluating and interpreting data, leading and developing materials for managers, colleagues, and clients; they are true advocates for company’s standards for quality control and compliance. Our Senior Environmental Utility Permitting Scientist plays an important role in reviewing background information for projects with critical thinking and understanding of the bigger picture, as well as directing and mentoring other scientists on the team.


The professional in this role identifies new project opportunities, assists with proposal development, identifies permitting strategies, and prepares permit applications and regulations. They oversee those who lead the preparation of large and complex environmental data sets, technical reports, and design tasks. Moreover, this individual is also expected to be a leader in the development of external presentations for clients, the public, regulatory agencies, etc.

  • Minimum of 10 years related experience required
  • Five or more years of experience with a variety of permitting for utility projects including Article 10, Article 7, Part 102, and ORES
  • Knowledge of and experience with environmental regulations, compliance, and interfacing and negotiating with regulators.
  • Ability to Manage a team supporting the project workload and client requirements.
  • Ability to lead the complex environmental permitting and design process for utility projects as well as other activities requiring the knowledge of Article 7/10, Part 102 and ORES requirements
  • Ability to plan and coordinate public outreach associated with public participation during the permitting process.
  • Identifies, develops, and gathers technical resources necessary to complete assignments
  • Responsible for maintaining company quality standards and assisting in the technical review of client deliverables
  • Has a proficient theoretical scientific knowledge
  • Experience with Microsoft Word & Excel is required
  • Strong ability to work in a team environment
  • Strong verbal and written communication skills
  • Must have the ability to work in the field in different weather conditions
  • Must be able to physically navigate in the field
